Empadronamiento Guadalajara: your address on the city’s padrón

In the city of Guadalajara you register on the padrón with the Ayuntamiento (the city council), by appointment: a first registration at the CMI on Avenida del Vado, certificates there or at Plaza Mayor 1. The padrón is the list of a town’s residents, and signing up is called empadronamiento. The police, schools and health centres ask for proof of it.

Two desks, two kinds of request

The Ayuntamiento lists two offices of its Servicio de Atención Ciudadana (SAC), the citizens’ service desk, for padrón procedures. In its online booking, as of October 2026, a first registration (alta) or a change of address can only be booked at the CMI on Avenida del Vado. The Plaza Mayor desk takes bookings for volantes, certificates, confirmations and renewals, but not for new registrations.

  • CMI “Eduardo Guitián” (Centro Municipal Integrado), Avenida del Vado 15, ground floor, 19005: first registrations, changes of address, volantes, certificates, confirmations and renewals. Monday to Friday, 9:00 to 14:00. Phone 949 010 333; the padrón page gives 949 010 330
  • Ayuntamiento, Plaza Mayor 1, ground floor, 19001: volantes, certificates, confirmations and renewals, no new registrations. Monday to Friday, 9:00 to 14:00, plus Tuesday and Thursday from 15:00 to 18:00, except in Holy Week, at Christmas and from 15 June to 16 September. Phone 949 887 070

Booking the appointment

The padrón page of the sede electrónica (the Ayuntamiento’s website for formal requests) says an appointment is needed to hand in a padrón application. Book through the booking app for padrón visits, or by phone on 949 887 070. For a first registration, choose the CMI and its service for altas and changes of address.

The papers, in originals

Fill in the “Hoja de inscripción / modificación del Padrón de Habitantes”, form MOD 1175, in capital letters, with names written as on your identity document. Everyone over 16 who registers signs it. The town hall asks for originals of these documents:

  • EU, EEA or Swiss citizens over 14: the green certificate with your NIE, plus the passport or national ID card of your country
  • Other foreign citizens over 14: your TIE with the NIE or, if you do not have it yet, your passport
  • Children under 14: the libro de familia (family book) or a birth certificate, and their own ID if they have one
  • Proof of the home: the deed, or a rental contract in force plus the receipt for the latest rent
  • If people are already registered at the address: a signed authorisation from an adult registered there who owns or rents the home

Volante or certificado

A volante de empadronamiento is an informative proof of your registration. The desk issues it when you show your ID, and you can also request it on the town hall’s Portal del Ciudadano. The certificado de empadronamiento, form MOD 1009, is the formal version: it has a municipal fee, paid with form 390, and you request it in person by appointment, or online if you have an electronic DNI (Spanish ID card) or a digital certificate. Police offices often want one in the folder for a green certificate or a TIE card.

Renewing or confirming your registration

Non-EU citizens without permanent residence must renew their registration every two years, in the three months before the date, with form MOD 1049. Without the renewal, the registration lapses.

EU and EEA citizens, holders of an EU relative’s card and long-term residents do not renew, but the town hall checks their residence from time to time; they confirm it with form MOD 1176 or MOD 1177. Both procedures are in person, by appointment.

More help from the city

The town hall’s social services, Bienestar Social, issue the municipal reports that some immigration procedures ask for, such as the report on the suitability of a home (informe de idoneidad de la vivienda) for family reunification. Requests go through the municipal registry, by appointment, or through the sede electrónica.

For Spanish lessons, the public adult-education centres CEPA Río Sorbe in Guadalajara and CEPA Clara Campoamor in Azuqueca de Henares offer castellano para extranjeros (Spanish for foreigners), according to the Junta de Castilla-La Mancha’s adult-education guide for 2024–2025.

Questions

Can I register for the first time at Plaza Mayor 1?

The booking app offers first registrations and changes of address only at the CMI on Avenida del Vado. At Plaza Mayor 1 you can book volantes, certificates, confirmations and renewals.

The rental contract is not in my name. Can I still register?

Yes, with a signed authorisation. If adults are already registered at the address, one of them who owns or rents the home signs it; if nobody is, the holder of the home proves their title and signs it. The town hall may also accept other papers, such as bills, after its own checks.

One parent is abroad. Can we register our child?

Both parents normally sign. Otherwise the town hall asks for the other parent’s consent, a court authorisation or a declaración responsable (signed statement) on its own form.

I live in Cabanillas del Campo. Is this page for me?

Only for the general idea. You register with the town hall of Cabanillas del Campo, which has its own offices and rules.

Is there an email for padrón questions?

The town hall gives pmh@aytoguadalajara.es for its padrón section.
