Extranjería Guadalajara: which office, for which paper

Extranjería in Guadalajara means two offices: the Policía Nacional’s Brigada at Avenida del Ejército 12 for NIE numbers, EU certificates and TIE cards, and the government’s Oficina de Extranjería at Avenida Francia 18 for permits to live and work. Both see you only with a cita previa.

Avenida del Ejército 12: the Policía Nacional

The Brigada Provincial de Extranjería y Fronteras is the police unit for foreigners and borders, in the building of the Comisaría Provincial (the provincial police station). Its entry on policia.es gives Avenida del Ejército 12, 19004 Guadalajara, and the phone 949 248 416 for foreigners’ matters. It gives no opening hours. Its list, which covers the green certificate and the TIE card, reads:

  • Certificados y asignación NIE: NIE certificates and the assignment of the number
  • Régimen comunitario: the EU regime, which covers the green certificate
  • Expedición TIE: issuing the residence card
  • Autorizaciones de regreso: return authorisations
  • Estudiantes and prórrogas de estancia: students, and extensions of stay
  • Residencias no lucrativas: residence without work
  • Cartas de invitación and informes de nacionalidad: letters of invitation and nationality reports
  • Asilo y refugio, títulos de viaje y cédulas de inscripción: asylum, travel documents and registration cards

One police office for the whole province

The foreigners’ list of policia.es holds a single unit for the province of Guadalajara: this Brigada. It names no Policía Nacional office for foreigners in Azuqueca de Henares, Sigüenza, Molina de Aragón or any other town. So a worker in Alovera and a family in El Casar book the same office as someone who lives near the Plaza Mayor.

In the same directory, the Comisaría Provincial at this address is described as accessible to people with reduced mobility, with video interpretation in sign language and induction loops for people with hearing aids.

Avenida Francia 18: the Oficina de Extranjería

This office belongs to the central government. The Delegación del Gobierno en Castilla-La Mancha gives its address as Avenida Francia 18, 19071 Guadalajara, and its phone as 949 759 090, with 13:00 to 14:00 for its public line. It decides on authorisations, such as work, family reunification, arraigo (a residence based on ties to Spain) and appeals, and its list includes the EU relative’s card. The same list also names registration cards, travel documents, asylum and the foreigner’s number.

The same building houses the information and registry office (OIAC) of the Subdelegación del Gobierno en Guadalajara, phone 949 75 90 00. The Subdelegación’s service charter says that some in-person services need an appointment and recommends using the electronic channels where you can.

The NIE appears on both lists

policia.es puts the NIE, requested alone on form EX-15, under the Brigada. The government page also places “número de identificación de extranjero” under the Oficina. We do not pick one for you: book the procedure, and go to the office printed on your appointment confirmation.

Booking, and getting there

Both offices work by cita previa. On the official booking website, choose Guadalajara as the province and the procedure for your form; the confirmation then gives the place, the day and the hour.

A town hall news item from April 2026 says that urban bus line 5, Los Manantiales – Los Valles, passes through Avenida del Ejército. It names no stop, so we do not give one. We found no official page on how to reach the Oficina on Avenida Francia by public transport. Plan the trip from the address, and leave time to find the entrance.
