Certificado de registro UE Guadalajara: the green certificate

If your passport was issued by an EU or EEA country or by Switzerland, you sign up as a resident on form EX-18 once you stay in Spain for more than three months; in Guadalajara the police unit on Avenida del Ejército lists the procedure. You leave with the certificado de registro (registration certificate), called the green certificate for its colour. It carries your NIE.

Is this page for you?

  • You moved to Guadalajara or a town of the Henares corridor, and you live here now
  • You have a job here, or you work for yourself
  • You study at a school or a university in Spain
  • You live on a pension or on your own savings
  • You came to join a close relative who is an EU citizen

Proof that matches your life here

  • Employee: your work contract, or a paper from the employer that shows your registration with the Seguridad Social (Social Security)
  • Self-employed: proof that you are registered as autónomo, Spain’s status for people who work for themselves
  • Student: your enrolment, health insurance, and a signed statement that you have enough money to live on
  • Pension or savings: proof of enough money for you and your family, and health insurance, public or private
  • Joining an EU relative: proof of the family link, and the relative’s own registration

Stones for the folder

  • Form EX-18, complete and with your signature
  • Passport or national ID card, still valid, plus one copy
  • The 790-012 fee, paid before the appointment
  • The proof for your situation, from the list above
  • A padrón certificate (proof that you are on the town’s list of residents), if the office asks for one

Where the certificate is issued

policia.es lists the “régimen comunitario”, the rules for EU citizens, under Guadalajara’s Brigada Provincial de Extranjería y Fronteras, Avenida del Ejército 12, 19004. The government’s page for Guadalajara also places the issue of registration certificates for EU residents with the police.

On the official booking website, choose the procedure for the certificate of an EU citizen. It appears apart from the procedure for a NIE alone, on form EX-15, and the two are not interchangeable.

Once you hold it

The green certificate is a sheet of paper, not an identity card, so carry your passport or ID card along with it. If you move house, or your name or civil status changes, tell the police so your record stays correct.

Questions

I already got a NIE for an earlier job. Will I get a new number?

No. The number you have is the one printed on the green certificate.

Is the green certificate enough as ID?

No. It is proof of registration only. For identity, you still need your passport or national ID card next to it.

Must I have a job before I register?

No. A job is one way to show your situation. Studies, a pension, enough savings with health insurance, or a family link to an EU citizen are other ways.

I live in Azuqueca de Henares. Do I book somewhere else?

No. You book for the province of Guadalajara, like a resident of the city. Your confirmation names the office.
