Living in Guadalajara with an EU relative: the family-member card
If your husband, wife, partner, parent or child holds the passport of another EU country and lives in Spain, you ask for the residence card for a family member of an EU citizen, on form EX-19. In Guadalajara the Oficina de Extranjería on Avenida Francia lists it. In Spanish it is often called the tarjeta de familiar comunitario.
Which relatives can apply
- A husband or a wife
- A partner, if you can prove a stable relationship; a registered partnership is the clearest proof
- Children younger than 21, and dependent children of any age
- Parents of either partner, if they depend on the couple
Proving the family link
- Form EX-19 with your signature
- A valid passport and one copy of it
- A marriage or birth certificate, or the record of your partnership, legalised or with an apostille and translated into Spanish when needed
- The EU citizen’s passport or ID card, and their green certificate or proof that they are registering
- Proof of the EU citizen’s work, studies or means, when the office asks for it
- The 790-012 fee, paid
The door on Avenida Francia
The government’s page for Guadalajara lists the card for a family member of an EU citizen among the procedures of the Oficina de Extranjería, Avenida Francia 18, 19071 Guadalajara. Its phone is 949 759 090, and the page gives 13:00 to 14:00 for its public line.
The card itself is made after a toma de huellas, the fingerprint appointment at the police. For each visit, the office is the one on your appointment confirmation.
A Spanish husband, wife or parent
Spain is in the EU, yet this card is no longer the route for the non-EU family of a Spanish citizen. Since the 2025 reform of the immigration regulation, they need an authorisation of their own, named “residencia temporal de familiar de ciudadano español” in Spanish. The government’s list for Avenida Francia does not name it yet, so ask where it is filed before you book anything.

Questions
We are not married. Can I still apply?
A stable partnership can count, but you must be able to prove it. A registered partnership is the clearest proof. We look at what you have before you book.
Does my EU partner need a job?
Your partner must live in Spain legally as an EU citizen, usually through work, studies or enough means. Their own green certificate shows it.
Is this the same as family reunification?
No. Family reunification is for relatives of non-EU residents. The EX-19 card is for relatives of EU citizens.
Does this card allow me to work?
Yes, as an employee or as self-employed.
